Assess How Deep the Rust Goes
Light surface rust sits on top of the paint or powder coating and can be treated without major intervention. Deeper rust that has bubbled or lifted the coating means moisture has been trapped against bare metal for a while and needs the affected area fully cleaned down to metal before any touch-up will hold.
Clean, Treat, and Protect
The correct process is to remove loose rust and flaking coating without damaging surrounding intact finish, apply a rust-converting or rust-inhibiting treatment to the affected metal, then seal with matching paint or clear coat. Skipping the conversion step and just repainting over active rust typically fails within a season.
